Dated 27th October, 2015
As you are aware that Saansad Adarsh Gram Yojana (SAGY) is a village development project launched by Government of India in October 2014, under which Members of Parliament (MPs) will take the responsibility of developing physical and institutional infrastructure in three villages to be identified by them by 2019. SAGY further envisages integrated development of the selected village across multiple areas such as agriculture, health, education, sanitation, environment, livelihoods etc. A list of Gram Panchayats (GPs) identified by the MPs under SAGY pertaining to your State is enclosed.
2. This Ministry had amended the PMGSY Guidelines vide circular No. P-17025/37/2013-RC dated 28.01.2015 (copy available on Ministry's website under 'Circular' section) to provide priority to the roads, which are part of the PMGSY Core Network, leading to the GPs identified under SAGY, irrespective of Comprehensive New Connectivity Priority List (CNCPL) to cover such eligible unconnected habitations.
3. I would, therefore, request you to direct the nodal department implementing PMGSY to prepare Detailed Projects Reports (DPRs) in respect of the roads leading to identified Gram Panchayats under SAGY, which have not as yet been sanctioned by the Ministry. A consolidated proposal in respect of your State to construct/ upgrade (as per Programme Guidelines) roads leading to the SAGY Gram Panchayats be sent to the Ministry within the next one month, for consideration and approval by the Ministry.
The Chief Secretary of all States
