Please find below the D.O. letter written by Minister of Rural Development to Minister of Communications and Information Technology on issue of suitable instructions regarding priority for opening new post offices in SAGY Gram Panchayats.

and my D.O letter dated 27th July, 2015 regarding the discussions
held during the 1st meeting of the National Level Committee for
overseeing the implementation of ‘Saansad Adarsh Gram Yojana’ (SAGY) on 5th
June, 2015 (copies enclosed).
In the above meeting, it was mentioned that your Ministry proposed to start Common Service Centres in the GPs identified under SAGY, which can be used for providing information access and as a business model for women, especially those from the marginalized/ backward communities. It was also stated that priority would be given to identified SAGY Gram Panchayats under the National Optical Fibre Network.
India Post can play a major role in accelerating the development of Adarsh Grams in identified Gram Panchayats by providing various services like mails, insurance, banking and payment disbursal services in view of the extensive coverage of post offices.
As you are kindly aware, there is a Cabinet decision to give priority to Gram Panchayats identified under SAGY in the implementation of various Government Schemes/ Programmes. Accordingly, it is requested that suitable instructions may be issued regarding giving priority for opening new Post Offices in SAGY Gram Panchayats in all circles so that all Postal / Banking services including Core Banking solutions can e made available in these Gram Panchayats. The progress made in this regard may kindly be shared with us.
