Hahap is one of the tribal dominated villages in the Namkum block of Ranchi district. The village is located around 8KM away from the Ring road. It is spread across 20.1SqKM area. Hahap Gram Panchayat consists of five revenue villages and each village consists of around two tollas.
Under SAGY guidelines a District Level Working Group (DLWG) is to be formed at the district level for implementation of Saansad Adarsh Gram Yojana (SAGY).The DLWG has responsibilities of making Village Development Plan (VDP) and implementing it in the villages selected under SAGY. DLWG consists of all district level officials and chaired by the Deputy Commissioner.
A decision was taken in
our Ranchi district to hold the meetings of DLWG in the Gram Panchayat itself.
Several meetings of the working group have been held in the village since then.

Around 250 villagers attended the meeting of which around 100 are women. Most off the SHG members attended the meeting. First meeting in the village was held on 8th April. Thereafter meeting was held every month in the village. Most of the departments like heath, education, agriculture, horticulture, welfare, fisheries, animal husbandry, dairy development, soil conservation, minor irrigation, drinking water & sanitation and electricity departmental officials participated in the meeting.
During the meeting officials from various line departments presented various schemes of their department and the status of their implementation in the Hahap Gram Panchayat. The presentation was open to question by the villagers. The villagers raised various questions about the present status of their applications under different schemes. The officials explained the administrative procedures followed in the implementation of the schemes. The discussion was moderated by DC and he directed concerned departments to deliver those services in a time bound manner. Villagers also demanded the contact details of the officials. So a decision has been taken to put hoarding by each department explaining various schemes implemented by it, benefits under the scheme and how to access those entitlements, the concerned authority and contact details of concerned officer. A list containing contact details of the departmental officer will also be put up on the Gram Panchayat notice board.Timelines for various activities has been fixed during the meeting. The concerned department was directed to follow the timelines.

CFT project also presented various participatory exercise carried out by them.
Various maps like social map, resource map, need matrix and problem analysis
tree developed by the CFT are provided to the departments to make the planning
process more detailed, participatory and reality based. A survey is to be
carried out by various departments for gap analysis and preparing an action
plan to fill those gaps. The date for survey and gap analysis by various departments
has been fixed by department. Villagers fixed the convenient date so that
maximum villagers can participate in the process so as to make the VDP truly
the people driven and people centered. The respective departments carried out
their survey on the dates decided during the meeting.

It has been decided to hold the review meet of the SAGY with DLWG to be held in the village itself.
The exercise has brought the administration closer to the villagers. It has introduced a new method of citizen-government interaction. The confidence of villagers in the administration has risen. This exercise has improved the responsiveness of administration and thereby taking the government in the direction of achieving the good governance which is one of the main objectives of SAGY.
